This book critically explores the impact of national security, violence and state power on citizenship rights and experiences in Latin America and the Caribbean. Drawing on cross-country analyses and fieldwork conducted in two "garrisons," a middle-class community and among policy elites in Jamaica--where high levels of violence, in(security) and transnational organized crime are transforming state power --the author argues that dominant responses to security have wider implications for citizenship. The security practices of the state often result in criminalization, police abuse, violation of the rights of the urban poor and increased securitization of garrison spaces. As the tension between national security and citizenship increases, there is a centrality of the local as a site where citizenship is (re)defined, mediated, interpreted, performed and given meaning. While there is a dominant security discourse which focuses on state security, individuals at the local level articulate their own narratives which reflect lived-experiences and the particularities of socio-political milieu.

This book analyzes the effect of gender on policy-making in the Jamaican Parliament, specifically regarding women-friendly policies. So-called "women-friendly policies" are categorized as those laws which seek to promote and protect women's rights and equality and have some element addressing childcare, domestic violence, sex offences, reproductive rights, sex discrimination, property rights and family issues. It frames critical analysis of bill sponsorship and the participation levels and verbal contributions of legislators during floor debates on legislation affecting women. Using a mixed method approach, the author gives insight into how feminism is integrated into real-time public policy discourse. The book begins with a brief overview of feminist advocacy and activism and State feminism in Jamaica and an introduction to the country's Parliamentary system. It then moves to a theoretical discussion of feminist advocacy within public policy debates. The next two chapters present a time series analysis of bill introduction and floor debates on women's interests and issues legislation from 1962 through 2017. The concluding chapter ties up the research and provides recommendations for moving forward. Combining feminist theory with a detailed view of Jamaican Parliamentary procedure and debate, this book will be useful to students and researchers interested in feminist advocacy and activism, minority representation, democratic governance, and women in politics.

This book analyzes the economic reforms and political adjustments that took place in Cuba during the era of Raúl Castro's leadership and its immediate aftermath, the first year of his successor, Miguel Díaz-Canel. Faced with economic challenges and a political crisis of legitimacy now that the Castro brothers are no longer in power, the Cuban Revolution finds itself at another critical juncture, confronted with the loss of Latin American allies and a more hostile and implacable US administration.

Elizabeth B. Schwall aligns culture and politics by focusing on an art form that became a darling of the Cuban revolution: dance. In this history of staged performance in ballet, modern dance, and folkloric dance, Schwall analyzes how and why dance artists interacted with republican and, later, revolutionary politics. Drawing on written and visual archives, including intriguing exchanges between dancers and bureaucrats, Schwall argues that Cuban dancers used their bodies and ephemeral, nonverbal choreography to support and critique political regimes and cultural biases. As esteemed artists, Cuban dancers exercised considerable power and influence. They often used their art to posit more radical notions of social justice than political leaders were able or willing to implement. After 1959, while generally promoting revolutionary projects like mass education and internationalist solidarity, they also took risks by challenging racial prejudice, gender norms, and censorship, all of which could affect dancers personally. On a broader level, Schwall shows that dance, too often overlooked in histories of Latin America and the Caribbean, provides fresh perspectives on what it means for people, and nations, to move through the world.

Although Haiti established its independence in 1804, external actors such as the United States, the United Nations, and non-profits have wielded considerable influence throughout its history. Especially in the aftermath of the Duvalier regime and the 2010 earthquake, continual imperial interventions have time and again threatened its sovereignty. Who Owns Haiti? explores the role of international actors in the country's sovereign affairs while highlighting the ways in which Haitians continually enact their own independence on economic, political, and cultural levels. The contributing authors contemplate Haiti's sovereign roots from a variety of disciplinary perspectives, including political science, anthropology, history, economics, and development studies. They also consider the assertions of sovereignty from historically marginalized urban and rural populations. This volume addresses how Haitian institutions, grassroots organizations, and individuals respond to and resist external influence. Examining how foreign actors encroach on Haitian autonomy and shape--or fail to shape--Haiti's fortunes, it argues that varying discussions of ownership are central to Haiti's future as a sovereign state.

In We Dream Together Anne Eller breaks with dominant narratives of conflict between the Dominican Republic and Haiti by tracing the complicated history of Dominican emancipation and independence between 1822 and 1865. Eller moves beyond the small body of writing by Dominican elites that often narrates Dominican nationhood to craft inclusive, popular histories of identity, community, and freedom, summoning sources that range from trial records and consul reports to poetry and song. Rethinking Dominican relationships with their communities, the national project, and the greater Caribbean, Eller shows how popular anticolonial resistance was anchored in a rich and complex political culture. Haitians and Dominicans fostered a common commitment to Caribbean freedom, the abolition of slavery, and popular democracy, often well beyond the reach of the state. By showing how the island's political roots are deeply entwined, and by contextualizing this history within the wider Atlantic world, Eller demonstrates the centrality of Dominican anticolonial struggles for understanding independence and emancipation throughout the Caribbean and the Americas.

How Dominicans contribute to Major League Baseball and what they receive in return. From Juan Marichal and Pedro Martínez to Albert Pujols and Juan Soto, Dominicans have long been among Major League Baseball's best. How did this small Caribbean nation become a hothouse of baseball talent? To many fans, the answer is both obvious and disconcerting: pro teams use their riches to develop talent abroad, creating opportunities for superhuman athletes and corrupt officials, while the rest of the population sees little benefit. Yet this interpretation of history is incomplete. April Yoder traces how baseball has empowered Dominicans in their struggles for democracy and social justice. While the dictatorship of Rafael Trujillo saw the sport as a means of cementing its power at home and abroad, the Dominican people fashioned an emancipated civic sphere by seeing their potential for democratic success in their compatriots' baseball success. Later, Dominicans articulated demands for democracy, economic opportunity, and civil rights through successful calls for public support of amateur and professional baseball. Today, Dominicans continue to demand that incentives for the baseball industry foster human as well as economic development. A revelatory and innovative history, Pitching Democracy restores agency to the Dominican people and honors their true love of the game.

Borderline Citizens explores the intersection of U.S. colonial power and Puerto Rican migration. Robert C. McGreevey examines a series of confrontations in the early decades of the twentieth century between colonial migrants seeking work and citizenship in the metropole and various groups?employers, colonial officials, court officers, and labor leaders?policing the borders of the U.S. economy and polity. Borderline Citizens deftly shows the dynamic and contested meaning of American citizenship. At a time when colonial officials sought to limit citizenship through the definition of Puerto Rico as a U.S. territory, Puerto Ricans tested the boundaries of colonial law when they migrated to California, Arizona, New York, and other states on the mainland. The conflicts and legal challenges created when Puerto Ricans migrated to the U.S. mainland thus serve, McGreevey argues, as essential, if overlooked, evidence crucial to understanding U.S. empire and citizenship. McGreevey demonstrates the value of an imperial approach to the history of migration. Drawing attention to the legal claims migrants made on the mainland, he highlights the agency of Puerto Rican migrants and the efficacy of their efforts to find an economic, political, and legal home in the United States. At the same time, Borderline Citizens demonstrates how colonial institutions shaped migration streams through a series of changing colonial legal categories that tracked alongside corporate and government demands for labor mobility. McGreevey describes a history shaped as much by the force of U.S. power overseas as by the claims of colonial migrants within the United States.

This book provides a much-needed study of the lived experience of militarization in the Caribbean from 1914 to the present. It offers an alternative to policy and security studies by drawing on the perspectives of literary and cultural studies, history, anthropology, ethnography, music, and visual art. Rather than opposing or defending militarization per se, this book focuses attention on how Caribbean people negotiate militarization in their everyday lives. The volume explores topics such as the US occupation of Haiti; British West Indians in World War I; the British naval invasion of Anguilla; military bases including Chaguaramas, Vieques and Guantánamo; the militarization of the police; sex work and the military; drug wars and surveillance; calypso commentaries; private security armies; and border patrol operations.

A dividing line, the border is usually perceived in terms of separation and rupture. It is a site of tension par excellence, at the origin of contestations, negotiations, and other conflicting patterns of inclusion/exclusion. This book takes us through an exploration of the border in the Caribbean region, both geographically fragmented and strongly tied through its history, culture and people. This collection of scholarly articles interrogates the border within the specificities of the Caribbean context, its socio-political dynamics and its literary and artistic representations. The transgression of borders and the consequent reconfiguring phenomena are thus applied to the Caribbean and its diasporas, through a transdisciplinary approach. The book combines a multiplicity of research fields, including Social Sciences, Cultural Geography, Geopolitics, Cultural and Literary Studies, hence it offers a global perspective on the topic and transcends disciplinary categories. The contents of the book also stretch beyond geographic and linguistic borders as the contributors come from diverse scholarly backgrounds, affiliations, linguistic areas, and research expertise.
